Qualifications and Agreement

The Rice Street Festival Royalty Program is a part of the Rice Street Festival, LLC, a non-profit organization administered by volunteers who plan and organize the Rice Street Festival. All rules for the Royalty Program are set forth by the Royalty Program Committee.
The Rice Street Festival Royalty Program is designed to enhance a woman’s career building skills such as public speaking, interviewing, organization, teamwork and leadership. The program is dedicated to promoting volunteerism and community involvement as well as representing and promoting the Rice Street Business Community and their endeavor to develop and enhance the Rice Street Community and the City of St. Paul.
Our program is looking for personable, cooperative, enthusiastic individuals who see this as a fun opportunity to meet people, network, enhance career building skills and represent the Rice Street Community in St. Paul and surrounding suburbs.
While identifiable as a candidate of the Rice Street Festival Royalty Program, the following rules & regulations shall apply. Non-compliance of the following could result in immediate disqualification.
Eligibility Requirements:
· Candidates must be 21 years of age by September 15, 2011.
· Candidates must be sponsored. Sponsorship for the Rice Street Festival Royalty Program is $400 and can be paid by a business or organization, your family, friends or yourself. The majority of the fee is spent directly on the candidates and candidate events, and to support the Royalty in the coming year. If you cannot locate a sponsor, please let us know and we can assign one to you.
Candidates and Royal Court agree to the following attendance policies and time commitments for the duration of the candidacy and if chosen, the duration of reign:
· Candidates will be required to perform part-time festival service and attend pre-coronation scheduled events from approximately June 1, 2010 through July 31, 2010. If you have a conflict, please inform the Royalty Director prior to the event.
· Candidates will be required to participate in fundraising activities (Button sales, raffles).
· A complete schedule of candidate events will be provided at the orientation meeting.
· Candidates will be required to keep their sponsor informed of all events and activities, including those that require tickets. Candidates must contact sponsors within one week of orientation to invite them to events. A written thank you, phone call and visit to the sponsor are required.
· No smoking, gum chewing or consumption of alcoholic beverages, or the appearance thereof at any official appearance or event.
· Any criminal activity, including, but not limited to theft, drug or alcohol offenses shall not be tolerated.
· No weapons shall be carried or concealed.
· The use of cell phones and pagers at any official appearance is not allowed.
· All body piercing (other than one pair of earrings) and tattoos must be covered.
· Photos of the Candidates and Royal Court shall be used for publication without compensation.
· Press and/or media interviews are forbidden without prior Royalty Coordinator approval.
· The Royal Court will meet at least once each month, attendance is mandatory.
· A minimum of 85% attendance is expected of the Royal Court for appearances. Any less than 85% will affect the scholarship award. There are eight St. Paul Winter Carnival events in January that are mandatory attendance.
· Unexcused absence (no show) at events is grounds for immediate termination of reign.
· Scholarships are awarded at the successful completion of the reign. The scholarship check will be sent to the educational institution directly by the Scholarship award donor. No checks will be issued to the individual. Scholarship amounts are Queen - $1,000; Princess, $500.
· The Royal Court will serve a minimum of 15 hours of community volunteer work during their year of reign. Community volunteer service work must be approved by the Royalty Director to qualify. A log of dates, times and events will be required.
· Absolutely no solicitation of funds or services without prior approval of the Rice Street Festival.
· Royal Court members (and their immediate family) may not “negatively act out” (crying, yelling, cursing, walking ahead of the group, etc.) in public or in private while in appearance at events.
· Crown, banner, nametag and hosiery must be worn to all public appearances. Exceptions will be made only at the discretion of the Royalty Director.
· All attire must be approved by the Royalty Director.
· Long hair must be worn ‘up’, neatly styled and/ or curled.
· Items of apparel, which are loaned by Rice Street Festival, will be carefully maintained and will remain the property of Rice Street Festival. Any damage to apparel is the responsibility of the individual. Return of apparel items to Rice Street Festival will be required if the reign is terminated. This includes crown and sash.
· Any apparel donated to the current Royal Court remains the property of the individual.
· There will be only one (1) official set of earrings and a necklace allowed to be worn at any appearance during the year. A second set of post or stud earrings may be worn along with the official earrings. The second set should not be hoops or dangly earrings.
· Up to two out of town appearances/events will be scheduled. The Royal Court will be responsible for travel, lodging, most meals and personal expenses related to these appearances.
· Candidates agree to and understand all of the above stated considerations. A contract with these set of guidelines will be given to and signed by the new Royal Court members, once they are crowned.
If candidate is chosen, she agrees to the following time commitment for one year following the completion of the Rice Street Festival Royalty reign:
· The Rice Street Festival Queen is required to represent the Rice Street Festival in the Queen of Snows candidate program for the St. Paul Winter Carnival following her year of Rice Street Festival reign. If chosen as a Winter Carnival Queen or Princess, she is required to represent Rice Street Festival for the year of Winter Carnival reign. All entry/sponsor fees will be paid by the Festival. It will be necessary for the Rice Street Festival Queen to spend some of her own money during the Queen of Snows program.
· The Rice Street Festival Princesses are required to join the Royalty Committee for one year following their reign.
Indemnification
To the extent permitted by law, I hereby agree to protect, indemnify, defend and hold harmless RSF and their respective volunteers against all claims, losses or damages to persons or property and costs (including reasonable attorney’s fees), arising out of or connected to the reign of the Rice Street Festival Royalty.
This Agreement constitutes the entire agreement between parties, and there are no verbal understandings or other agreements of any nature with respect to the subject matter hereof except those contained in this agreement. It is subject to cancellation only as provided above; it may not be altered or varied by oral agreements or representations of any kind
